基于全自主区块链的危固废智慧监管平台

摘要： “工业互联网+区块链”智慧环保平台趋于成熟，在“工业互联网+大数据”的工业环境下，工业数据面临着很多数据安全问题，借助区块链技术的“不可伪造”“全程留痕”“可以追溯”“公开透明”“集体维护”等特征为工业数据保驾护航。重点介绍危固废智慧监管平台利用区块链、物联网、GIS、人工智能等先进技术，实现产业链上各单位共享数据、协同管理，打破“信息孤岛”，提供便捷高效的可监控、可预警、可追溯、可共享服务，实现“存证不可篡改、路线全程追踪、明确企业范围、异常数据监测”，推动数字产业化。

Intelligent monitoring platform for hazardous waste and solid waste based on fully autonomous blockchain

Abstract： In the industrial Internet and big data of industrial environment,industrial data faces many security problems,
and the aid of blokchain technology which has “fake” “full marks” “can be traced”“open and transparent” “collective maintenance”
and other characteristics is the escort of industrial data. This paper focuses on that the intelligent supervision platform for hazardous waste and solid waste uses advanced technologies such as blockchain, Intent of Things, GIS and artificial intelligence to realize data sharing and collaborative management among all units in the industrial chain,break the “information island”, provide convenient and efficient services that can be monitored,early warming,traceability and sharing, realize “in tamperproof storage,wholecourse tacking,clear enterprise scope,abnormal data monitoring”, and promote digital industrialization.

作為新一代信息技術(shù)，區(qū)塊鏈具有不可篡改、匿名性等特性，在給國家發(fā)展帶來機遇、給社會生活帶來便利的同時，也帶來了一定的安全風險。部分區(qū)塊鏈信息服務提供者的安全責任意識不強，管理措施和技術(shù)保障能力不健全，對互聯(lián)網(wǎng)信息安全提出新的挑戰(zhàn)。
面向監(jiān)管業(yè)務場景，利用區(qū)塊鏈去中心化、數(shù)據(jù)難以篡改等特性，構(gòu)建危固廢處理監(jiān)管鏈， 為相關(guān)數(shù)據(jù)平臺服務，各方單位共享數(shù)據(jù)、協(xié)同管理，打破“信息孤島”,形成閉環(huán)式監(jiān)控體系，為各級管理部門打造便捷高效的可監(jiān)控、可追溯、可共享的監(jiān)管平臺，提供底層支撐。各責任部門基于區(qū)塊鏈技術(shù)對危固廢進行全過程監(jiān)管，解決處理環(huán)節(jié)數(shù)據(jù)造假、溯源困難、監(jiān)管難等問題，改進處理模式，使管理更加規(guī)范化、智能化、準確化、簡便化，實施全流程精準環(huán)境監(jiān)管執(zhí)法，提升監(jiān)管和應急能力，構(gòu)建完善的危廢與固廢管理體系。
