重要数据安全国家标准的设计思路*

摘要： 近日，由全国信安标委组织、中国科学技术大学牵头编制的国标《信息安全技术 重要数据处理安全要求》公开征求意见。该文件是我国在重要数据安全保护方面编制的第二部国家标准，旨在对重要数据的安全处理过程进行规范，将在具体落实我国重要数据保护制度方面产生重要影响。从标准编制的背景、过程、基本原则、主要内容四个方面阐述了该文件的设计思路，并分析了该文件与已有法律文件之间的联系和预期产生的影响。

Design of national standard for important data security

Abstract： Recently, the national standard "Information Security Technology Important Data Processing Security Requirements" organized by the National Information and Safety Standards Committee and led by the University of Science and Technology of China is open for comment. This document is the second national standard prepared by China in the field of important data security protection, aiming to regulate the secure processing of important data, and will have a great impact on the specific implementation of China′s important data protection system. This paper introduces the design idea of the document from four aspects of the background, process, basic principles and main contents of the preparation of the standard, and analyzes the relationship between the document and existing legal documents and the expected impact.

當(dāng)前，數(shù)據(jù)已經(jīng)成為新型生產(chǎn)要素，數(shù)據(jù)安全則深刻影響經(jīng)濟(jì)運(yùn)行乃至國家安全。為了進(jìn)一步提高數(shù)據(jù)安全治理能力，我國于2021年9月發(fā)布實(shí)施了《數(shù)據(jù)安全法》，快速制定了一系列數(shù)據(jù)安全制度細(xì)則?！?a class="innerlink" href="http://m.ihrv.cn/tags/重要數(shù)據(jù)" target="_blank">重要數(shù)據(jù)”概念是數(shù)據(jù)安全制度的核心，也是數(shù)據(jù)安全監(jiān)管的主要對象。為了明確對重要數(shù)據(jù)的基線安全要求，全國信安標(biāo)委正在組織編制國家標(biāo)準(zhǔn)《信息安全技術(shù) 重要數(shù)據(jù)處理安全要求》，并已于近日公開征求意見。本文介紹了該標(biāo)準(zhǔn)的編制思路。
