五维一体治理框架推动高校数据治理

摘要： 针对智慧校园建设中数据孤岛林立、数据质量不高等问题，从数据治理的必要性入手，分析了数据治理在弥补业务盲点、满足个性需求、规范业务管理、提升数据质量、提高管理效率、提升数据洞察力等方面的重要价值。提出了五维一体的数据治理框架，详细阐述了组织体系、标准体系、评价体系、技术体系、应用体系的内容及互相紧密关系。同时，分析了数据治理过程中普遍存在的技术力量不足、信息素养缺乏、组织架构松散、保障制度不全、治理悖论诱惑、异构数据治理等困境，能有效解决数据治理中管理、技术与效率问题。所提出的数据治理框架的五个体系对智慧校园建设具有一定的参考意义。最后展望了数据治理的发展方向。

Five dimensional integrated governance framework promotes university data governance

Abstract： Aiming at the problems of isolated data islands and low data quality in the construction of smart campuses, the article starts with the necessity of data governance and analyzes the important value of data governance in making up for business blind spots, meeting individual needs, standardizing business management, improving data quality, improving management efficiency, and improving data insight, etc. A data governance framework is proposed. The contents and close relationships of the organization system, standard system, evaluation system, technical system, and application system are elaborated in detail. At the same time, the article analyzes the prevalent predicaments such as insufficient technical strength, lack of information literacy, loose organizational structure, incomplete guarantee system, temptation of governance paradox, and heterogeneous data governance in the process of data governance, which can effectively solve the management, technology and efficiency issues in data governance. The five systems of the proposed data governance framework have certain reference significance for the construction of smart campus. Finally, the development direction of data governance is forecasted.

0 引言
隨著移動應(yīng)用、大數(shù)據(jù)、云計(jì)算、物聯(lián)網(wǎng)、機(jī)器學(xué)習(xí)、人工智能等技術(shù)的不斷發(fā)展，高校信息化的建設(shè)普遍由數(shù)字化校園進(jìn)入到智慧校園時代。智慧的應(yīng)用離不開大量的先驗(yàn)知識，早在知識發(fā)現(xiàn)和數(shù)據(jù)挖掘的研究中，已有大量的研究致力于數(shù)據(jù)的清理和處理、數(shù)據(jù)的轉(zhuǎn)換。數(shù)據(jù)是信息的載體，因此數(shù)據(jù)在智慧校園建設(shè)中的地位被突顯出來。數(shù)字化校園建設(shè)過程中“系統(tǒng)為王”的認(rèn)識已向智慧校園建設(shè)中“數(shù)據(jù)為本”轉(zhuǎn)變，數(shù)據(jù)已經(jīng)作為一種資產(chǎn)在管理，因此數(shù)據(jù)的質(zhì)量顯得尤為重要。國際數(shù)據(jù)治理研究所（DGI）將數(shù)據(jù)治理定義成一個與信息過程相關(guān)的責(zé)任體系，遵照各方商定的模型執(zhí)行，模型描述了誰可以對什么信息采取什么行動，以及在什么情況下何時使用什么方法。
