智慧校园高质量发展机理与策略研究

摘要: 智慧教育是教育现代化发展的新趋势,是教育强国和教育数字化战略的必然要求。智慧校园建设是推动智慧教育发展的基础与关键。梳理智慧校园的本质与目标,分析当前智慧校园的困境与问题,研究智慧校园运行机理,提出标准引领整体规划、数据科学共享、顶层设计优化流程、需求牵引应用深融的智慧校园高质量发展的策略,以营造智能化育人环境,提升智能化服务能力,提高师生服务体验,落实立德树人目标。革新智慧校园建设与应用理念,推动智慧教育人机协作发展。

An exploration on the highquality development of smart campuses

Abstract: Smart education is the new trend and new requirement of the development of educational informatization. Smart campus construction is the basis and key to promote the development of smart education and campus informatization.The article summarizes the evolution and significance of smart campus, analyzes the difficulties and problems of the current smart campus, studies the operating mechanism of smart campus, and puts forward strategies for highquality development of smart campus, such as a good law leading overall planning,a good governance of data scientific sharing,a toplevel design optimization process, and demand pulling application deep integration, so as to create an intelligent educational environment, improve the intelligent service ability and the service experience of teachers and students, and implement the goal of establishing morality and cultivating people.

0 引言
目前國(guó)家全面推進(jìn)“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃,推進(jìn)教育強(qiáng)國(guó)、教育現(xiàn)代化和教育數(shù)字化戰(zhàn)略,智慧教育是教育現(xiàn)代化發(fā)展的新趨勢(shì),是教育強(qiáng)國(guó)和教育數(shù)字化戰(zhàn)略的必然要求。智慧校園建設(shè)則是推動(dòng)智慧教育發(fā)展的基礎(chǔ)與關(guān)鍵。
我國(guó)校園信息化建設(shè)經(jīng)歷了以網(wǎng)絡(luò)硬件為主的網(wǎng)絡(luò)化、以業(yè)務(wù)信息化和數(shù)據(jù)共享為主的數(shù)字化、以解決數(shù)據(jù)資產(chǎn)價(jià)值化為核心的智慧化建設(shè)三個(gè)階段。相較國(guó)外,國(guó)內(nèi)智慧校園建設(shè)整體處于不斷探索與完善階段,諸多高校將在較長(zhǎng)一段時(shí)間處于智慧校園發(fā)展的初期階段。智慧校園高質(zhì)量發(fā)展機(jī)理與策略研究對(duì)深入落實(shí)《中國(guó)教育現(xiàn)代化2035》智慧教育創(chuàng)新發(fā)展行動(dòng),革新智慧校園建設(shè)與應(yīng)用理念有重大意義。
