“商品归类+区块链”应用场景构建的初步构想

摘要： 关检融合以来，商品归类除了传统意义的税收征管要素外，也被赋予了准入、安全等标签。在新海关业务改革实践中，诸多海关业务集中矛盾点也突发在商品归类这一业务线条中。结合目前商品归类业务、法律法规与技术支撑现状，分析产生痛点与难点的原因，探讨建立“商品归类+区块链”治理模式的必要性，并就区块链技术具有不可篡改性、可追溯性、透明性和隐私保护性的特征，提出了构建商品归类专属区块链的路径思考。

Preliminary conception of application scenario construction of "commodity classification+blockchain"

Abstract： Since the integration of customs and inspection, commodity classification has been given access, security and other labels in addition to the traditional tariff collection and administration elements. In the practice of the new customs reform, many contradictions in the customs are also in the line of commodity classification. Combining with the current situation of commodity classification, laws, regulations and technical support, this paper analyzes the causes of pain points and difficulties, discusses the necessity of establishing the governance mode of "commodity classification + blockchain", and puts forward the path thinking of constructing the exclusive blockchain of commodity classification based on the characteristics of blockchain technology, such as tamper proof, traceability, transparency and privacy protection.

0 引言
在我國(guó)海關(guān)，近年來(lái)商品歸類作為傳統(tǒng)涉稅要素，其體系建設(shè)上與WCO運(yùn)作模式相接軌，內(nèi)部規(guī)范與外部執(zhí)法上不斷完善，科技運(yùn)用上實(shí)現(xiàn)了信息化并已開(kāi)展智慧化探索。隨著關(guān)檢業(yè)務(wù)深度融合，商品歸類被賦予了更多的意義，已不僅僅是單一的涉稅要素。在實(shí)踐中，諸多海關(guān)業(yè)務(wù)矛盾點(diǎn)集中突發(fā)在商品歸類這一業(yè)務(wù)線條中。本文結(jié)合目前商品歸類業(yè)務(wù)、法律法規(guī)與技術(shù)支撐現(xiàn)狀，提出商品歸類輔助工具應(yīng)用與第三方采信社會(huì)化平臺(tái)建設(shè)相融合，構(gòu)建商品歸類單點(diǎn)鏈能力與“已有鏈+輔助歸類校驗(yàn)”模式，探討初步搭建“區(qū)塊鏈+商品歸類”應(yīng)用場(chǎng)景設(shè)想，并提出相應(yīng)構(gòu)建策略與應(yīng)對(duì)建議。
