Abstract: Personal data constitutes a vital component of data elements, supporting diverse application scenarios and demonstrating immense value. However, as personal data involves individual privacy, its development and utilization must prioritize security and privacy protection requirements. Major countries worldwide have explored various approaches to personal data development and utilization, accumulating a wealth of experience. This paper examines the practices of personal data development in the United States, the European Union, South Korea, Japan, Singapore, summarizing their key institutional frameworks and practical models. Through comparative analysis of personal data management models, data brokerage models, and data trust models, the study investigates the roles of governments and market entities, aiming to provide insights for China′s related initiatives.
