数字化赋能跨境贸易便利化：问题与方案设计

摘要： 贸易数字化与数字贸易化已成为国际贸易的两大趋势，建立高效的跨境贸易便利化体系成为日趋重要的课题。在分析现有跨境贸易便利化主要问题与风险的基础上，提出构建基于区块链等技术的可信贸易数字化公共服务平台，包括两个核心系统：一是基于跨境贸易信息的区块链数据共享平台；二是基于金融结算信息的区块链金融数据存证与跨境结算平台。可信贸易数字化公共服务平台有助于实现基于区块链技术的新型跨境易货贸易模式与新型全球供应链协同结算体系，为贸易便利化与贸易多元带来更多创新可能。可信贸易数字化公共服务平台将在提升现有国际贸易效率的同时，也带来新的需要解决的问题。

Trade facilitation empowered by digital: problems and schematic design

Abstract： The digitalization of trade and the digital trade have become the two major trends of international trade, and the establishment of an efficient trade facilitation system has become an increasingly important issue. Based on the analysis of the main problems and risks of cross-border trade facilitation, this paper proposes to build a trusted digital public service platform for trade based on blockchain and other technologies, including two core systems：(1)Blockchain data sharing platform based on trade information；(2)Blockchain financial data depository and settlement platform based on financial settlement information. The digital public service platform for trusted trade helps to realize the new cross-border barter trade model and the new global supply chain collaborative settlement system based on blockchain technology, and brings more innovation possibilities for trade facilitation and trade diversification. The digital public service platform of trusted trade will optimize the existing international trade rules, but also bring new problems to be solved.

0 引言
在經(jīng)濟全球化的今天，國際貿(mào)易競爭從產(chǎn)品向服務領(lǐng)域延伸并日趨激烈，建立和實現(xiàn)標準化已經(jīng)成為各國政府和企業(yè)關(guān)注的焦點。但是，隨著近年來逆全球化思潮的涌現(xiàn)，全球產(chǎn)業(yè)鏈生態(tài)遭到前所未有的損害，以美元為主導的國際貿(mào)易經(jīng)濟體系正經(jīng)歷常態(tài)化的自我消解與挑戰(zhàn)。舊的國際貿(mào)易規(guī)則和標準正面臨貿(mào)易保護主義抬頭的風險，導致傳統(tǒng)方式下的跨境貿(mào)易成本陡然上升，貿(mào)易便利化趨勢受阻，供應鏈體系面臨挑戰(zhàn)與重構(gòu)。
